UEFA Equipment Regulations - III - Team identification
Chapter III of the UEFA Equipment Regulations defines which team identifications are allowed for football kits. Of course, teams are allowed to have their emblem on the front, but they can also have some additional elements.
As defined in Article 15, the "team or country name may be displayed on playing attire once in any position on the front of the shirt and anywhere on the shorts and on each sock". The rules say that the "height of the letters must not exceed 2cm and the overall name must not exceed 12cm²".

This means that Puma's Italy and other 2021-22 national team are kits are 100% conform with kit rules - the text is small enough and an "official Team / country name".
It would be not allowed to have the team name any bigger on the kits, except if the shirts "would have the team in place of the team emblem".
What is interesting is that UEFA allows the team name anywhere on the front - it could be also placed on the bottom or top right, for example.
UEFA Equipment Regulations - Article 15 Team/country name
- 15.01 The team or country name may be displayed on playing attire once in any position on the front of the shirt and anywhere on the shorts and on each sock.
- 15.02 The choice of script is unrestricted but the height of the letters must not exceed 2cm and the overall name must not exceed 12cm².
- 15.03 The team or country name may be used in place of the team emblem, in which case the stipulations of Paragraph 14.03 apply and the height of the letters must not exceed 5cm.
