Update: Rather than grey, Arsenal ended up wearing white makeshift shorts against PSV. The shorts are white with black Adidas and Cannon logos, but feature no Adidas stripes. They appear to be based on the cheap Entrada 22 teamwear template, which are available to buy for around GBP 10.
Update: There has been a last minute change and Arsenal are now set to wear "bespoke grey shorts" against PSV tomorrow, Simon Collings (@sr_collings) reports. We do not have an updated UEFA graphic yet, which is why it is unclear whether the shorts will actually be new or if they will be those from the grey goalkeeper kit - Museum of Jerseys (@museumofjerseys) created mock-ups of both possibilities.

UEFA do not allow Arsenal to wear their all-black Adidas 22-23 away kit (black shirts, shorts, and socks) due to a clash of colors with PSV's black home shorts. Arsenal had to come up with an alternative, and they chose a simple makeshift option.

It is surely not an optimal visual appearance and also not optimal in terms to distinguish both teams - PSV's kit is red and white. It probably would have been better if PSV wear their alternative white shorts but the home side is can choose the kit combo they want to wear.

Indeed, UEFA are more strict than the Premier League when it comes to kit clashes. Arsenal were allowed to wear their all-black kit against Southampton's black shorts.
It is not the first time that Arsenal have to come up with a makeshift away uniform. They did use grey goalkeeper socks against Manchester United and Brentford.
It is not the first time that Arsenal wear their home shorts with an away/third kit. They already did so away against Barcelona in 1999 and away against Roma in 2002.
